Diamond Harbour Wharf is an important community asset for the settlements on the southern side of Whakaraupō/Lyttelton Harbour. The wharf is regularly used by the Black Cat passenger ferry service to provide a critical transport link between Diamond Harbour and Lyttelton. It is also popular with recreational boaties and fishers, swimmers and walkers. To improve safety and access at the wharf, Christchurch City Council proposed a programme of upgrades, including the installation of a pontoon jetty and gangway to the south side of the existing wharf.
Enviser gained the resource consents for the project, prepared the Environmental Management Plan and advised on marine mammal protection measures.
The wharf's location at the coastal interface of Stoddart Point and the coastal marine area, its unique historical and recreational values, and the nature of the proposed works necessitated a comprehensive assessment of potential environmental effects. On behalf of Christchurch City Council, Enviser identified and liaised with technical experts to obtain assessments to support an evaluation of the proposal’s environment effects. Utilising this information and our extensive knowledge of coastal environments and national and regional planning legislation, Enviser prepared the application to obtain resource consent to enable the wharf upgrades to proceed with minimal impact on the surrounding environment.
Before construction work started, Enviser worked alongside Christchurch City Council to prepare a comprehensive construction environmental management plan (CEMP) outlining simple measures to manage any effects that may result from construction activity. This included measures to protect the marine mammals that visit the wider Whakaraupō/Lyttelton Harbour area from the noise and vibration associated with pile driving. With the wharf upgrades now complete and the new pontoon jetty and gangway in place, Diamond Harbour Wharf offers improved safety and accessibility for all users, including those with bikes and pushchairs, or in wheelchairs.
